1970`ler. New York`un bir suç şehri olmaktan çıkmasına henüz on yıllar var. Polis gücüne yeni katılan hipi görünüşlü genç Frank Serpico`nun, birlikte devriyeye çıktığı arkadaşlarından tek farkı şehrin entel kesiminde yaşaması ve sakal uzatması değil, kesinlikle rüşvet almaması ve dünyayı daha iyi bir yer yapacağını sanmasıdır.Frank`ın tutumu bir süre sonra hem sokaktaki azıllı suçluları hem de onlarla işbirliği yapan çalışma arkadaşlarını rahatsız edecektir.
